When the youth go on to register, they are being asked to pay a $75 fee upfront. Is there a way the ward can pay for that upfront so the youth are not being asked to pay that at registration?

We are planning to do a fund raiser to help cover the cost and there may be some youth and families that are unable to pay that so we would like to work that out as we go.

Yes! This is the link to the billing FAQ. Number 5: “Can a fundraiser be used to help cover participant fees for an FSY conference” details how the Bishopric can do that.
They need to check “Yes” on the youth approval tool under “Ward to Pay Participant Fee.” The youth may then submit a physical tithing slip with “FSY” written in the Other category with the amount owed to the ward that is not covered by the funds from the fund-raising activity.”
It also details how to budget those funds.
